It may seem like the best solution is to restrict or remove access to digital media, but this can actually increase the risk of harm. A youth may then become more secretive about their digital media use, and they therefore may not reach out when something concerning or harmful happens. Law enforcement agencies across the U.S. are cracking down on a troubling spread of child sexual abuse imagery created through artificial intelligence technology — from manipulated photos of real children to graphic depictions of computer-generated kids. Justice Department officials say they’re aggressively going after offenders who exploit AI tools, while states are racing to ensure people generating “deepfakes” and other harmful imagery of kids can be prosecuted under their laws. With the recent significant advances in AI, it can be difficult if not impossible for law enforcement officials to distinguish between images of real and fake children.

There were 356 Category A, ‘self-generated’ images or videos of 3–6-year-olds hashed this year. Most of the Category A material involved children penetrating themselves, or another child. The most likely places for such behavior to start include social media, messaging apps, and chat rooms – including on gaming devices. A youth may be encouraged to give personal details, to go off into a private chat, and also to use video chat.
The report brings together current research on the developmental appropriateness of children’s sexual behaviour online and the comparison and cross-over between children and young people displaying online and offline HSB. Last month, a former British Army officer who arranged for children to be sexually abused in the Philippines while he watched online was jailed. But the consequences of children sharing explicit images – especially when the content could be leaked – may continue to haunt them for a long time to come.
